State Boards

The Government announced a revised model for ministerial appointments to State boards following its meeting on the 30th September 2014.

From November 1st all appointments to State boards must be advertised openly on the State Boards portal,, which is operated by the Public Appointments Service.

The Government at its meeting on 25th November 2014, agreed the publication of “Guidelines on Appointments to State Boards” to assist Departments in implementing the new arrangements for appointments to State Boards.

These guidelines have been prepared by the Department of Public Expenditure and Reform following consultation with the Public Appointments Service, other Government Departments and interested parties and provide detailed guidance on the appointments process, including issues related to diversity.

New Economy and Recovery Authority (NewERA) has specific responsibility to provide financial and commercial advice to Government Ministers in relation to leading State companies in the energy, water, postal and forestry sectors.

The Government agreed a detailed protocol on Appointments to the Boards of NewERA companies on the 10th February 2015.

The protocol gives guidance on cases where a new appointment will be necessary as a result of expiration of a term of a current member.

The relevant Government Department should formally initiate the appointments process by engaging with NewERA and PAS.

This engagement in as far as possible, should happen at least six months before the term of the current member expires.
